Why do I need to constantly use it to charge?

My phone will not charge unless I am actively using it, and currently, it will not charge past 68%? Why? That is the dumbest design flaw I have ever seen. Currently sitting in a storm with no power, and trying to charge my phone to prepare the day tomorrow, and i guess it mostly done it’s job, but why not power the full percent? That’s why it gets a 3 star. Either my product happens to be flawed, or the manufacturing is flawed.
